A food delivery rider trying to make money for his mother's hosptibal bill uncovers a government consiperacy and disocvers that the funds for his mothers bills and for his hometown is being used to gable on elite cycling races. Knowing the risks, he decides to join the racing tournament to take back the money for the hospital bills and his hometown funds.
