an expanding militaristic society taking up over a quarter of the universe is against the idea of a "powered-human supremacy", working to keep in check and suppress powered-humans. In the planets tightly under their control, powered-humans are either arrested on sight and experimented on to form government weapons or killed. Seiko, someone who's parents had fallen victim to the harsh clutches of the government is an unpowered civilian who has a run in with fate and goes down a path of vengeance
