The government regulates powers and requires people who are power positive to attend special "universities" to train them in controlling their powers. After, they can work for the government as a superhero. Sauri was a blank. She had no genetic potential for powers. She sent in an application to Vera Vita University as a joke, but got accepted due to the fact that she had taken the Selim drug to awaken any power and technically qualified. She just has to survive the year... somehow.
