Neo Tokyo II, 2199. Haruka was the daughter of Lord Ruka, a warlord of Emperor Draco Harada from the Shin Cyber Empire. After opening the gates of hell, the emperor’s son, Hell Harada, and 4 Shinigami Generals started Shin Cyber Hell Project, bringing chaos to Neo Japanese. Ruka objected, which led Harada to destroy Ruka’s house and almost kill Haruka. After heavy augmentations, Haruka survived. Accompanied by her fellow cyber ronins, she vowed to defeat Harada and restore order in Neo Japan.
