Sandy Olsen, a 21 year old college girl, was born with a fish-head. She's often made fun of or ostracized, but she has good friends that have her back. She has dreams that a familiar seeming sea witch wants her head to "free her fish self from the human world" but Sandy naturally doesn't feel like being decapitated. She hears the sea witch calling to her, and needs to figure out what to do next.
