In a world where genetically enhanced criminals known as the Modified roam the streets, Dr. Leon Grey, an investigator for the Modified Security Organization, finds himself up against the most elusive villain yet: Hypno-man. Cloaked in mystery, Hypno-man, with his hypnotic mask and penchant for simple tricks, turns the city into his playful arena.
