Sadly, there are people who stalk and harass others. But it would be too much to see Bill like that. The bobblehead puppy metaphor was intended to illustrate his oblivious but actually harmless nature and not to trivialize other, threatening groups of people. However, Bill's charm doesn't go down well with Denise. After all, she is the opposite of romantic, aka aromantic.
