Seeking to realize a dream of freedom, a man builds a city. Dali, a privatized metropolis created to operate with total autonomy and independence from the outside world. A gang named Wonderland makes the city their operation bases, and goes on to sell a drug on the streets, rumored to be able to grant superpowers to some who consume it. A man known only as Whisper arises, declaring a bloody war against the Wonderland faction. Whisper goes on to impose his mysterious plan for the future of Dali.
