Japan's new capital city has been annexed by the Government in an attempt to wipe out a new species of super powered humans-"Brights". In the midst of martial law, gangland wars and a huge crime empire, Zoi Homuzu, orphan from the desolate North district and new Bright, has to fight all manner of opposition to uncover the dark truth behind the Brights and save the city from them, not to mention her own inner darkness.
