In post-modern Seattle, Pepper Carter, Rita Stein, and Galina Novikov work together to commit crimes under their anarchy licenses: a special card that allows certain types of legal crime. However, when their licenses get suspended due to an oversight, the three women find themselves caught in a legal battle threatening their careers and their friendship. They must take a hard look at their lives (and their history in the anarchy business) to wonder if it's all worth it or not.
