To escape the effects of sea level rise and overpopulation, a city was built on a suspended platform above New York City. Those not wealthy enough to move to the upper city remained below, including the family of Janine, a young girl with a degenerative lung disease. Janine must learn to cope with isolation, fear, and loss as she grows up striving to emerge from the smother of her over protective parents and live a fulfilling life.
