The "Chinese water torture" involves letting a droplet of water fall ceaselessly on a restrained victim's head until they beg for the irritation to stop. Best of all, the method leaves no physical marks on the victim, so the tormentors can claim that no torture actually occurred. I imagine it's the same with words - if people are dumb enough to believe they can't hurt you, why would you stop?
