"The best defence is a good offence", many gung-ho shonen anime protagonists would probably say. But deterrence through power or being outstanding isn't always an effective strategy. Sometimes the mere act of sticking your head out or appearing remotely threatening is all that it takes to meet your doom. Some call this conservativeness "cowardice" - I call it a legitimate strategy.
