If you consider the overall series of each captain... What Jack was about to explain before being so rudely interrupted, is that in a few extraordinary episodes like 'Darmok' Picard is amazingly good, just not as solid as Sisko over the long haul. Of course, your mileage may vary, just so long as we all agree it wasn't Kirk.... that's just not, like a serious argument. Hell, Pike beats Kirk...
