Fun fact: For most werewolves, the only ones allowed to touch their tails during a partial shift are their romantic partner/s or mate. It is a very personal and intimate thing for a werewolf to have its tail touched since it's rarely out during adulthood. It's also usually only touched during foreplay/intimate moments.
