Okay, so there's a lot to unravel here lore wise. The big one here is no, they're not related when Sarah calls her Honored sister. Elves are very community oriented to the point where they see each other as family, especially among Desert Elves. Sarah is merely being polite when addressing Rammy. Desert Elf scarves are used to represent which of the four tribes they're descended from. If you're a Sci-fi fan, think the Freman from Dune.^^
