I'm pretty sure starter's-blocks aren't allowed (and likely wouldn't be very helpful). But also, where are you going to get several dozen FIVE SECOND fuses for your stunt-cannon? Remedial Roller Derby: At the start of each jam (unit of play), both jammers start behind the jam line (a line on the track). A ref shouts "FIVE SECONDS!", then five seconds later, blows the whistle that starts the jam.
