"You have a choice" is often meant as a phrase of empowerment - realistically that's not always the case, or even always intended. "You have a choice" is a more neutral way of saying "You will be held responsible, probably solely, for the results of what happens next", even if the choice you make is something like "standing up to a bully", "staying in a toxic environment" or "dying with dignity".
