Figures of authority can claim that they're open and receptive to listening, because it's an easy thing to say. It matters very little in a situation where feedback doesn't result in meaningful change, because it either gets ignored anyway or magicked away by a organisational system bent on protecting the status quo. When someone says that they listen, it pays to look at their track record.
