Technically, "do nothing to the problem" counts as a solution. The problem is that when you do it, it sounds defeatist and unacceptable. When a figure of authority does it, it's to "protect tradition/the status quo" and can never be questioned. Eventually you learn to never ask for a solution out of fear that the cure is worse than the disease.
