The school policies I've lived through, where both the perpetrator and victim of an offence are penalised, are vilified in several episodes. But even in situations where only one side gets punished, there's no guarantee that your aggressor will receive his just desserts. Too often I've seen authorities turn their anger towards the poor sap who had the audacity to open his big mouth.
