In my experience, people don't ask for solutions as much as they ask for disruptions. Sure, they might say they want solutions, but really the only thing they need is a shake-up, resetting the board, just so it looks like the organisation isn't stagnating. This is not much assurance if you actually need a solution, but at that point you usually get told something like "Deal with it, loser."
