The idea of it being darkest before the dawn assumes that a sort of ruleset or social compact exists - even the worst scenarios will eventually fade and the light that comes after will be bright and beautiful. Unfortunately that's not really how the world works. Some people think that a coming dawn is a challenge for things to get even darker. Why have dawn when it's easier to be dark forever?
