We have a pretty strange relationship with the idea of "working smarter". Bosses have a persistent idea that "working smarter" means less time is being spent on tasks, and thus compensate by either dumping more tasks on workers or accuse them of slacking off. In the end, employees realise that the "smartest" way of working is the same as it's always been - looking like you're busy.
