I have a suspicion that "be the change you want to see" became the ubiquitous motivator that it is today because of how easy it is to toss at people. It's a claim that anyone in dire straits or in a position that needs help MUST have done something wrong to deserve it, and therefore they warrant no help, sympathy or attention. "Be the change you want to be, because the rest of us are fine."
