Rules and regulations technically give some form of order and predictability to the world - assuming they apply in the way you expect. Because even when numbers, conditions, and scenarios are favourable towards you, all it takes for someone to go "NOPE" and blindside you with another rule that nullifies yours. Some call this the fascinating human experience - I call it a poorly balanced game.
